Introduction of Quality Management in the ATTIS system for the Ministry of Regional Development
Meet demanding quality management criteria with the support of a single comprehensive tool
The Ministry of Regional Development, as well as a number of other service authorities, was obliged to introduce comprehensive quality management on the basis of a government resolution from April 2018. The required scope of quality management was set out in a binding Methodological Guideline for Quality Management in Service Offices. The guideline sets out nine criteria, for a number of which it also recommends the introduction of supporting sw.
What was the assignment?
The Ministry needed a tool that would comprehensively support the implementation of all quality management criteria. The aim was to ensure that quality management was not just a formal “paper” solution, but would provide lasting added value and support further development. The main focus of the project management was to support documentation management, strategic management, process management and task management. All these areas are comprehensively supported by ATTIS

Meeting demanding quality management criteria
ATTIS was implemented at the Ministry of Regional Development as part of a project aimed at introducing a quality management system. As a first step, the Human Resources module was introduced with automated import of current data from the HR system. This was followed by the Document Management module, which was customised to fully support the complete revision of MMR management documentation. As part of the project, MMR staff developed a number of strategies and established several sets of strategic objectives and measures. All strategies and strategic objectives were transferred to the Strategic Management module, which also includes the management of strategic tasks. The human resources management processes were implemented in ATTIS using the Process Management module, which includes graphical process diagrams. In the course of implementation, there was a need to replace the outdated application for the management of critical (government) tasks of the MMR. For this purpose, a specific module for Decision tasks was developed in ATTIS . A set of user roles related to the types of jobs and their classification in the organisational structure was also created for MMR purposes. Thus, each user can find in his/her Personal Page all relevant information concerning his/her job, including binding management documentation, current tasks or, for example, information about his/her involvement in MMR processes. In terms of the requirements of the Quality Management Guidelines, ATTIS has thus provided IT support for a number of criteria that would otherwise require the purchase of several specific software. ”
